The Cap-Haïtien metropolitan area is crossed by the Haut du Cap River, and characterized by a wide hydrological system that gathers in the Bassin Rhodo, a large estuarine water basin. Since the 1980s, populations have illegally settled along ecologically-sensitive river banks – due to the general lack of housing opportunities in Cap-Haïtien, driving residents to settle in areas deemed unsafe, but within proximity to job opportunities in the city center and the municipal market. The proposed study aims at analyzing climate-related/flood risks and poverty in the city of Cap-Haïtien to provide baseline evidence to the Project. The activity will also contribute to a higher-level objective of understanding the linkages between poverty, vulnerability to climate risks, and informality in urbanization.
